Background

Kapsch TrafficCom (part of the Kapsch Group) supplies roadside hardware and back-office software for electronic toll collection, urban traffic control, and automated enforcement (e.g., red-light, speed, bus-lane, and congestion schemes). ALPR is central to many deployments: cameras capture plates to bill tolls or issue citations. Installations are common on highways and in city centers, sometimes with long-term data retention for billing and dispute resolution.

Harms and concerns

Enforcement cameras normalize plate capture at scale; errors can produce wrongful fines. Plate data collected for tolling or traffic can be repurposed or subpoenaed for law enforcement. Low-income drivers disproportionately feel fine-based enforcement. Systems that combine ALPR with city-wide sensor networks extend surveillance beyond “traffic” into detailed movement records.
